Plumber in West Puente Valley, CA: One ZIP Code, Five Communities
West Puente Valley shares ZIP 91744 with two cities and three unincorporated communities, so the mailing address tells you little. This page explains which County rules apply, who owns the sewer lateral and what we could not confirm.

ZIP 91744 covers more than West Puente Valley
Los Angeles County's ZIP code list shows 91744 as shared by the City of La Puente, Valinda, San Jose Hills, the City of Industry and West Puente Valley. A single mailing ZIP therefore reaches two cities and three unincorporated communities, each with its own rules.
The County's list carries a caveat. It says ZIP code boundaries are set by the Postal Service for mail delivery and "do not necessarily follow established municipal, community, and other district boundaries," so for a plumber the ZIP on your bill does not say who permits the work.
- Give the street address and the nearest cross street, not only the ZIP.
- Ask the plumber to confirm that the home is in unincorporated Los Angeles County.
- Do not assume a neighbor's permit counter or water company is yours.

Call (833) 571-0120Unincorporated West Puente Valley: County Public Works handles permits
Los Angeles County's list of unincorporated areas names West Puente Valley, in Supervisorial District 1. It has no city hall and no city building counter. Permits come from Los Angeles County Public Works Building and Safety.
The County lists a La Puente office at 16005 E. Central Ave., with an intake line at (626) 961-9611. It is open Monday to Thursday from 7:00 a.m. to 4:30 p.m. and Friday from 7:00 a.m. to 3:30 p.m. We could not find a County page that says that office covers West Puente Valley, so call intake and give the parcel address.
The City of La Puente has its own permit counter at City Hall. It does not serve unincorporated neighbors, so a plumber who pulls a permit there for a county parcel has the wrong office.
The lateral runs to the main, and the County says to repair it promptly
Los Angeles County states that "the sewer laterals are entirely owned by the private property owner they serve," and its fact sheet says homeowners are required to maintain the lateral from the home to the main sewer line. The main is typically in the street or a nearby easement. The fact sheet also says: "Once you are aware of a sewer lateral problem, it must be repaired as soon as possible."
That last sentence matters for timing. A slow drain that you ignore for months can become a repair the County expects you to have handled. The public main is maintained by the County's Consolidated Sewer Maintenance District, but we could not find a page that names West Puente Valley as part of it.
- Camera the lateral from the cleanout and save the video.
- Note the distance to the fault and whether it is under the street.
- Send the video and the street address to the County sewer line, (800) 675-HELP.
Our jetting versus camera inspection page explains when a line needs clearing first and when it needs a repair.
Which water company serves your West Puente Valley street?
La Puente Valley County Water District serves residents within the City of La Puente and City of Industry boundaries. Other water companies operate nearby, so the provider for your street may differ from a neighbor's.
A hardness figure belongs to a provider's whole system, not to your tap, so get it from your own provider.
- Read the provider's name off your latest bill.
- Ask that provider for its current water quality report.
- Take the hardness row to a softener quote, using our hard water sizing guide.

West Puente Valley: keep the paperwork with the pipes
For an unincorporated community, a clear paper trail saves time when a question about permits or inspections comes up later. Keep one folder for each job.
- The written quote, with the scope and the pipe material named.
- The invoice, with the date and the work performed.
- Any permit number, inspection result or agency phone call, with the name of the person you spoke to.
When you sell the house or file an insurance claim, that folder answers most questions in one place. Ask the plumber to write the scope clearly enough that someone else could read it years from now.
