Plumber in Brea, CA: Your Sewer Lateral Runs to the Main, by City Code

In Brea, the city's own code says the sewer pipe from the street to your house is yours, and it spells out which leak fixes skip a permit. That makes Brea an easy place to get a bad surprise on a quote. This page walks through what the code says.

Shutoff valves under a sink should turn freely, since they are what lets a fixture repair happen without shutting off the whole house.

Brea's code puts the whole sewer lateral on the owner

The City of Brea's municipal code defines sewer laterals, the pipes between the main sewer line and the property they serve, as owned by the property owner and not by the City of Brea. It says the same of connecting sewers, the section that runs under the street.

That is a bigger share than many homeowners expect. In some cities the agency takes the part under the street. In Brea, the code assigns it to you. A failed lateral is therefore a repair you arrange from the house to the main.

  1. Have a plumber run a camera from the cleanout toward the street.
  2. Ask for the distance to the damage, and whether it is on your lot or under the street.
  3. Ask who handles any work in the street and what the city requires for it.

A separate code section says connecting to a city main sewer needs a permit and a connection fee. The code we found does not say who handles repair work in the street, so ask the city before you sign. Our lateral repair decision page covers the order of steps.

Which fixes skip the permit, and which need one

Brea's amended plumbing code lists work that does not need a permit. Stopping leaks in drain, water, soil, waste or vent pipe is exempt. So is clearing stoppages, and repairing leaks in pipes, valves or fixtures, as long as no valves, pipes or fixtures are replaced or rearranged.

There is one carve-out. When a concealed pipe or trap has become defective and has to be replaced, the code treats it as new work. A permit is required, and so is an inspection.

JobWhat Brea's code says
Clearing a stoppageExempt
Repairing a leak in a valve or fixtureExempt if nothing is replaced
Replacing a failed concealed pipeNew work: permit and inspection

That table is why a quote for a wall repair deserves a question. If the plumber is cutting out a failed pipe behind drywall, ask whether the permit is on the quote.

Does Brea require a permit to swap a water heater?

Ask the City of Brea Building and Safety division directly whether a water heater swap needs a permit, and ask for the counter hours and the permit phone number while you have someone on the line. A water heater is not named in the code section above, so do not assume either answer.

Get the answer in writing or in an email before work starts. On our tank water heater quote page you will find what else a quote should list, including bracing.

Whose water, in a city split between districts?

Yorba Linda Water District says it serves parts of Placentia, Anaheim and Brea, in addition to most of Yorba Linda. So a Brea address may be on the district's system, not the city's. Your bill names the provider, and the provider decides whom you call about a shutoff, a leak at the meter or a pressure question.

We did not find a current hardness figure for Brea that we could confirm, so this page does not quote one. Ask your provider for its latest report. Then see the softener sizing page before you buy anything.

  • Read the provider's name off your latest bill.
  • Ask for the current water quality report, which lists hardness.
  • Ask the plumber to size any treatment from that number.

What Brea homes call about

Brea: a homeowner check that takes five minutes

Most plumbing calls start with a small sign that was visible earlier. A five minute walk through the house can catch one before it becomes a mess.

  • Look under every sink for damp cabinet floors or rusty supply fittings.
  • Check the base of each toilet for soft flooring or a moving bowl.
  • Look at the water heater for rust at the base or water on the floor.

Anything you find belongs on the list you give a plumber. A check cannot show a hidden leak inside a wall or under a slab, so a dry cabinet does not prove the pipes are sound.

Brea plumbing questions, answered plainly

Who owns the sewer pipe under the street in Brea?

Brea's municipal code defines sewer laterals and connecting sewers as owned by the property owner and not by the City of Brea. That includes the section under the street. A camera inspection shows where the damage is, and the city can say what it requires for work in the street.

Which plumbing repairs does Brea exempt from a permit?

The amended plumbing code exempts stopping leaks in drain, water, soil, waste or vent pipe, clearing stoppages, and repairing leaks in pipes, valves or fixtures when nothing is replaced. Replacing a defective concealed pipe is treated as new work with a permit and an inspection.

Is my Brea water supplied by the city?

Not always. Yorba Linda Water District says it serves parts of Placentia, Anaheim and Brea. Your bill names your provider, and that provider decides who you call about a shutoff or a meter leak. We could not confirm a current hardness figure for Brea, so ask your provider for its report.
