Plumber in Vincent, CA: Your Mailing Address Says Covina or Azusa

Vincent is unincorporated, yet its mail says Covina or Azusa, so the wrong permit counter is an easy mistake. This page explains which County rules apply, who owns the sewer lateral and what we could not confirm.

A black cast iron drain pipe, a copper line and a black supply pipe running through the wood joists of a basement ceiling
Cast iron drains are heavy and durable, but they corrode from the inside, and the pipe material is worth naming on any quote.

Vincent is unincorporated, and the mailing address says otherwise

Vincent is an unincorporated community in Los Angeles County, also known as East Irwindale. It is not a city, so it has no city hall and no city permit counter. One reference source says addresses south of Arrow Highway carry the city name Covina and ZIP 91722, while addresses north of it carry Azusa and ZIP 91702.

That is why a Vincent address can mislead a contractor. A bill addressed to Covina or Azusa does not put the home inside either city. The County's own ZIP list warns that ZIP codes "do not necessarily follow established municipal, community, and other district boundaries."

  • Do not go to the Covina or Azusa permit counter by default.
  • Ask the plumber to confirm that the property is in unincorporated Los Angeles County.
  • Use the street address, not the mailing city, when you call anyone.

County Building and Safety, not a city counter

Permits for unincorporated areas come from Los Angeles County Public Works Building and Safety. The County lists a San Gabriel Valley office at 125 S. Baldwin Ave. in Arcadia, with an intake line at (626) 574-0941. It is open Monday to Thursday from 7:00 a.m. to 4:30 p.m. and Friday from 7:00 a.m. to 3:30 p.m.

The County also lists a La Puente office with an intake line at (626) 961-9611. We could not find a County page that says which office handles Vincent. Call intake, give the parcel address and ask.

The County has also retired the express plumbing and express sewer permits as of August 26, 2026. A quote that names an express permit needs to be reissued with the Simple permit option. Ask which permit type the plumber will apply for.

The lateral is yours, from the house to the main

Los Angeles County states that "the sewer laterals are entirely owned by the private property owner they serve," and that the owner's responsibility includes the part in the public right of way. The County's fact sheet adds that the public main is maintained by its Consolidated Sewer Maintenance District, and it lists (800) 675-HELP for sewer problems.

We could not find a County page that names Vincent as part of that district. Ask the County to confirm the main on your street before you plan a dig.

  1. Have a plumber camera the lateral and save the video.
  2. Note whether the fault is on your lot or under the street.
  3. Send the video and the street address to the County sewer line.

Our lateral failure explainer covers the repair methods once you know who owns the damaged section.

Who supplies your water in Vincent? Check your bill

The water company on your bill handles shutoffs and meter leaks, so call it first. Mailing cities and service territories overlap here, so do not assume that a neighbor's provider is yours.

Ask your provider for its latest water quality report, then see the hard water treatment page before buying equipment.

If you rent the home, ask the owner for the latest water bill. It names the provider and the account holder, and both matter when a plumber asks who authorizes work at the meter.

Photograph the meter box and the shutoff valve while you are at it. A plumber can then see at a glance where the supply enters the property and what type of valve it is.

Vincent: what to record when water shows up where it should not

A stain on a ceiling or a damp floor is a clue, and clues fade fast. Record them before anyone dries or paints.

  • Take dated photos of the stain, and mark its edge with a pencil line so you can see if it grows.
  • Note whether it changes after a shower, a laundry load or rain.
  • Check the water meter with every fixture off to see if it still moves.

Those three observations help a plumber decide whether the source is supply, drain or the roof. They also give an insurer something concrete if a claim is needed later.
