Plumber in Montclair, CA: Know the Counter Windows and the Cleanout
Montclair's permit counter opens in two short windows, its City crews clean the main but the building sewer is yours, and two water providers serve the city. This page sets out the City's own wording and what to ask.

Montclair's permit counter opens in two short windows
The City of Montclair's Building Division counter is open Monday to Thursday, 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 5:30 p.m. The City says to call for an appointment outside those hours, and it states that the City is closed every Friday.
That schedule changes how a job gets planned. A permit cannot be picked up at noon, and a Friday visit goes nowhere. Ask your plumber who handles the counter visit and when.
The inspection request line is (909) 625-9448. The City also states that inspections are for the next day only if requested before 5:00 p.m. the day before.

The City adopted the 2025 code by Ordinance No. 25-1016. It also says a certificate of workers' compensation insurance must be filed before any permit is issued.

Call (833) 571-0120The building sewer is yours, and the main is the City's
The City of Montclair states that "Building sewer lines are the responsibility of the property owner." Its Public Works crews maintain over 87 miles of main sewer line, and all main sewer lines are cleaned every two years.
The City also describes a camera service for building sewers. To use it, the building sewer must have a clean out installed. If it does not, the equipment cannot be used. The Public Works contact is (909) 625-9467, Monday to Thursday from 6:30 a.m. to 5:00 p.m.
- Find the cleanout, or have one installed if there is none.
- Ask Public Works whether a camera visit makes sense for your stoppage.
- If the fault is on your side, get a repair quote and keep the video.
Our drain line clearing guide covers what to do if the stoppage is inside the house first.
Montclair has two water providers
The City says Monte Vista Water District provides water service to Montclair residents, businesses and schools. Golden State Water says its Claremont service area includes Claremont and portions of Montclair, Pomona and Upland. We could not find which Montclair streets are on Golden State.
Read the provider's name off your bill, because that company handles the meter, a shutoff and a pressure problem. We could not read Monte Vista's current hardness report, so we quote no figure for that district. Golden State's Claremont report lists an average of 190 mg/L, with a range of 97 to 330 mg/L.
The City's water page says there are currently no water use restrictions in place and that the district suggests seasonal watering schedules. Check your own provider before you assume that.
For choosing treatment once you have your hardness number, see our softener basics page.
Questions to ask before a Montclair permit job
With a short counter schedule and a new code in force, a few questions save a second trip. Ask them before you accept a quote, and write the answers on it.
- Does this job need a permit, and who files it?
- Is the workers' compensation certificate on file with the City?
- Which inspection comes first, and when can it be requested?
- Who will be home for the inspection?
If the plumber also plans to run new lines inside a wall, the City asks that rough plumbing be inspected and approved before framing inspections are called. That step belongs on the schedule from the start.
Common calls from Montclair homes
- A tub that fills slowly with sewage smell: checking the lateral.
- A water heater that leaks from the base: planning a tank swap.
- A toilet that runs at night: fixing a running toilet.
- A garbage disposal that hums: clearing a jammed disposal.
Montclair: reading what the plumber tells you about a clog
A clog that comes back is giving you information, and the way a plumber describes it tells you whether the diagnosis is solid.
- A fixture that drains slowly everywhere points to the main line.
- One that clears and clogs again within weeks points to a pipe problem, not a hair clog.
- Gurgling from a different fixture points to a venting or line issue.
Ask the plumber which of these applies and why. If the answer is vague, ask for a camera look. The goal is to fix the cause once, rather than paying for the same visit more than once.
