Plumber in La Habra, CA: Under the Plumbing Code Adopted in 2025
La Habra moved to the 2025 California Plumbing Code in November 2025, and its code excludes haul-away sewage tanks as a workaround. This page covers what the ordinance says, who supplies the water and what to confirm with the City.

La Habra adopted the 2025 plumbing code on November 17, 2025
La Habra's City Council adopted Ordinance 2792 at its regular meeting on November 17, 2025, after a public hearing on November 3. It makes the California Plumbing Code, 2025 Edition, the City's plumbing code. The ordinance says the code regulates the "erection, installation, alteration, repair, relocation, replacement, maintenance or use of plumbing systems within the City of La Habra."
That wording reaches repairs and replacements, not only new construction. We could not read the City's permit pages, so we cannot say which jobs need a permit. We can say that the code the City enforces changed in late 2025.
- Ask whether a water heater swap needs a permit.
- Ask whether a repipe or a sewer lateral replacement needs one.
- Ask which edition of the code the inspector will check against.

The same ordinance carries a local amendment to the plumbing code. It allows alternate systems by special permission of the authority having jurisdiction, "except sewage holding or storage tanks, also known as Haul-away-systems."
The amendment matters when a sewer lateral fails or when a fixture sits below the main. A plumber who proposes a holding tank as the fix is proposing something La Habra's code excludes from the alternate-systems route. Ask for the pump or lateral alternative in writing, and confirm it with the City.
Our failed lateral repair page explains the usual options and what a camera inspection should show first.
The City supplies water in La Habra
A City Council resolution for the 2025 Urban Water Management Plan states that "the City of La Habra is an urban water supplier." So for many addresses the City is the company on the bill. For a shutoff, a meter leak or a pressure problem, the City's water side is the number to find.
We could not read the City's water quality report, so we quote no hardness figure. Ask the City for the latest report and look for the hardness row before sizing treatment.
- Check whether your bill comes from the City.
- Ask for the current water quality report.
- Take the hardness number to a softener quote.
See our water treatment sizing page for how that number sets the unit.
Sewer: lateral rules to confirm
We could not confirm a La Habra rule on who owns or maintains the sewer lateral. Orange County and Los Angeles County edges meet around the city, and different agencies handle different streets.
Ask the City's public works staff who maintains the main on your street and who owns the lateral from the house to it. A camera run gives you video to show them.
What a La Habra quote should list
Because the City adopted a new code edition in late 2025, a quote should name the work, the permit if one is required and the inspection. Ask the plumber whether the materials, the venting and the fixture clearances meet the 2025 edition. If the answer is vague, call the City with the job description.
- The pipe material and the length being replaced.
- Whether a permit is included and who pulls it.
- The inspection step and who must be home for it.
- What happens to the old fixture or tank.
A plain list like this also makes two quotes easy to compare. If one leaves the permit out, the lower price may not be lower. For a tank swap, our tank swap quote checklist shows what else belongs on the page.
Common calls from La Habra homes
- A shower that drains slowly: clearing a shower drain.
- A pipe that sweats and drips: tracing a hidden drip.
- Water stains after rain or a break: drying out a wet room.
- A toilet that clogs weekly: toilet clog causes.
Counting the fixtures before you ask La Habra for a quote
Quotes are easier to compare when every plumber is pricing the same house. Walk through the home once with a notepad before the first call.
- Count the bathrooms, kitchen sinks, laundry connections and outdoor hose bibs.
- Note which fixtures run slowly or leak, and which are fine.
- Write down the age of the water heater from its label.
Give the same list to each plumber. If two quotes differ, the list shows whether they covered the same fixtures, and it makes it harder for a job to grow quietly once the work starts. Keep a copy for your records.
